1. Correction Center and Support Services in 2025
For over two decades, Spokane County has grappled with the pressing need to replace/update its aging correctional facilities, notably the main jail built in 1986 and the Geiger Corrections Center, arepurposed military barracks from World War II. Despite multiple proposals and bond measures,including a $1.7 billion sales tax initiative in November 2023, these efforts have consistently failed tosecure voter approval, with the 2023 measure receiving less than 37% support.
The persistent overcrowding and outdated infrastructure underscore the urgency for a new correctional center that integrates comprehensive mental health services and rehabilitation programs. As we approach 2025, it is imperative to seize this opportunity to present a well-defined proposal that clearly articulates the programs, facilities, locations, and benefits to our community.
SBA is working collaboratively to chart a course for achieving voter approval (how about 80% approvalthis time?!) to finally address this critical need to enhance our public safety and support services. Wealso see an opportunity for jurisdictions and agencies to work together, to actually REDUCE the cost oflocal government at the same time! MUCH more to come on this tremendous opportunity.
2. Downtown Spokane – Progress and A Need For More
Over the last several months, SBA has worked with the City of Spokane on incremental, but importantsteps toward a safe and clean downtown with initiatives like the CORE program (adding on-street policeand fire behavioral health presence), and expanded City funded cleanup programs with the DowntownSpokane Partnership (DSP) and Reclaim Project.
These efforts, though not as robust as needed, are important. We need to focus attention on extendingthe CORE program permanently and strengthening cleanup collaborations with other partners to build onthese gains. We have a long way to go, but as we approach the new year, we must recognize progress,coupled with an unwavering commitment to doing much more in 2025!
3. Advancing Housing and Development Solutions in Spokane
The SBA’s Contractors, Managers, and Developers Focus Council will meet with City leadership onWednesday, February 5, to discuss progress on issues raised during our October meeting, and engage indialogue on other key development opportunities and challenges.This ongoing collaboration reflects SBA’s commitment to resolving important issues around developmentin the Spokane region and fostering a stronger, more effective partnership with the City.
