STOP HB 2489

HB 2489 passed out of the Housing Committee and is now headed to the full House floor for a vote. This bill would block cities like Spokane from using compassionate enforcement to connect people in crisis with shelter and treatment. In the fentanyl era, waiting means dying.

Mass emails to all 99 representatives won't move the dial. Below is a strategic list of key legislators who can actually influence this vote. Your personal message to these targeted contacts matters.

What HB 2489 Would Do

  • Prohibit cities from enforcing camping bans unless they can prove "adequate alternative shelter" — a standard so strict that Redmond's Police Chief testified "no shelter system in Washington would actually meet these standards."
  • Allow lawsuits against cities that try to clear encampments, with attorney fee awards to plaintiffs.
  • Reverse Spokane's progress — our compassionate enforcement approach has connected people with shelter and treatment since October 2025.
You're not alone: The Association of Washington Cities and WA State Association of Sheriffs & Police Chiefs have formally opposed this bill.

Why a Strategic Contact List?

The priority contact list focuses on legislators who can actually influence this vote: Housing Committee members who advanced the bill, swing-district Democrats who may be persuadable, and Spokane-area representatives who need to hear from local businesses. Republicans are natural allies on this issue. Your personal message to these targeted contacts is far more effective than mass emails.
